Auto merge of #3955 - RReverser:update-override-docs, r=alexcrichton

Update documentation on overrides

 - `target.linker` does not seem to be supported anymore, only `target.$triple.linker` works, so merged these sections.
 - Added note about supported `target.$triple.ar`
